Spain

Flooding disrupts road traffic: Media sources report that road traffic has been disrupted in multiple areas in Catalonia, with roadways in Tarragona, Barcelona, Girona, and Lleida being particularly impacted. Several highways, including C-55 in Castellgali, BV-1248 in Castellar, and C-243 near Gelida, are impassable due to flooding and landslides as well. Further disruptions should be expected until the water recedes.
Finland

Finnish Post and Logistics Union (PAU) has announced industrial action, due to start in three weeks’ time unless a solution is negotiated. Posti is currently evaluating the potential effects of the strike; it will publish more information on the situation when a more accurate assessment is possible and PAU has issued an official notice of industrial action.
According to PAU’s press release, the strike is set to commence on Monday, 11 November 11 at 6.00 local time, and end on Sunday, November 24 at 24.00.

Germany

Strike might disrupt air traffic: Media sources indicate that cabin crew labour union Ufo has called on its members to stage a strike between 6 am and 11 am local time on October 20, which could disrupt Lufthansa’s flight operations at Munich and Frankfurt Airport. Around 160 flights are expected to be affected by the strike.
Australia

Australia Post is regaining access to the worst impacted areas in New South Wales and the deliveries will get back to normal from now on.
Lebanon

The designated operator of Lebanon, LibanPost, informs that, since Thursday, 17 October 2019, there have been evening protests and demonstrations in various cities of Lebanon.
Roads are currently blocked as a result of these demonstrations, and until further notice, there will be no operations at the office of exchange, no clearance of inbound and outbound flows, no collection and no delivery, which will lead to delays in the processing and delivery of letter mail, parcels and EMS items.
Hong Kong, China

The designated operator of Hong Kong, China (People’s Rep.), Hongkong Post, asks us to inform other Union member countries and their designated operators that postal operations are back to normal.
Ukraine

Heavy fog affects air traffic: heavy fog has disrupted flights at Kyiv International Airport, Boryspil International Airport, Mykolaiv International Airport, Odessa International Airport and Ivano-Frankivsk International Airport. No information as to when flight operations will normalize was available yet.
Botswana

The designated operator of Botswana, BotswanaPost, informs that Botswana is holding national elections on 23 October 2019.
By presidential directive, 24 and 25 October 2019 have been declared national holidays. BotswanaPost’s operations will therefore be closed on these dates; they will resume on 28 October 2019.
Chile

The designated operator of Chile, CorreosChile, informs that, as a result of social and political unrest since Sunday, 20 October 2019, CorreosChile is experiencing delays in the processing and delivery of inbound and outbound postal items (letter post, small packets, parcels and EMS items).
CorreosChile is working diligently and making every effort to return to operational normality as soon as possible and will inform once the situation has returned to normal.
Technical problems
Malaysia

The designated operator of Malaysia, Pos Malaysia, has been experiencing an IT service disruption since Sunday, 20 October 2019 owing to an internal system shutdown resulting from security measures.
The processing of inbound and outbound international mail will be delayed as a result. The situation is, however, being actively addressed.
Pos Malaysia is working to resolve this IT issue as quickly as possible. Once the problem has been resolved, the processing of inbound and outbound international mail will resume and EDI message backlogs will be cleared as soon as possible.
